Report from a cell phone caller of a person in the water just south of beach house at Foster Beach. After an extensive search in rough water, no point of entry was identified, and no heat signatures were detected. Victim's brother said he can't contact his brother on cell phone. Police went to check his brother's apartment about 11:06 p.m. The reported victim was identified as safe at home by 11:12 p.m. and the search operations were completed.
